Tallinn

A medieval old town running on e-government: residency, taxes and banking happen on a screen. Daylight in December is a rumour; bring vitamin D.

Banking

FORM TLL-03

LHV Pank and Swedbank are the most popular for expats and E-Residents. LHV is the go-to for E-Residency holders — offering remote account opening (with some restrictions and verification requirements). Swedbank and SEB serve local residents well. Estonian banking is heavily regulated due to past money-laundering scandals — expect thorough KYC (Know Your Customer) processes. Account opening requires: Estonian ID card or residence permit, proof of address, and proof of income/business activity. Estonia's digital infrastructure means most banking is done entirely online — branches are rarely needed. Wise has Estonian banking licenses and integrates well with the local system.

Taxes

FORM TLL-04
Read first General information, not tax advice. Rates and rules change; confirm with a qualified adviser for your situation.

Errors in tax filing can result in significant penalties. Flat 20% income tax rate. UNIQUE FEATURE: Estonia does not tax retained corporate profits — only dividends/distributions are taxed at 20% (effectively 20/80 = 25% on the gross dividend). This makes Estonia extraordinarily attractive for companies that reinvest profits. Social tax is 33% paid by the employer. Self-employed pay social tax on income (minimum base applies). E-Residency holders operating Estonian companies pay 0% tax until they distribute profits — one of Europe's most business-friendly tax regimes. VAT is 22% (one of the highest in the EU). Estonia has double taxation treaties with 60+ countries.

Visas & residency

FORM TLL-05

Important: Visa regulations change frequently. Always verify current requirements with the official embassy or consulate before making plans. This guide provides general information as of 2026. Estonia's Digital Nomad Visa requires gross income of €3,504/month (or equivalent) over the 6 months prior to application, valid for 1 year. Estonia pioneered the E-Residency program: a digital identity that allows non-residents to start and manage EU-based businesses, access Estonian banking, sign documents digitally, and file taxes online — all without physically being in Estonia. E-Residency does NOT grant visa/residence rights but is invaluable for business administration. EU citizens have free movement. The Startup Visa allows founders to relocate for up to 18 months while building their startup. ICT Specialist Visa fast-tracks tech workers.

Healthcare

FORM TLL-06

Understanding the healthcare system is crucial for any expat — it affects your daily peace of mind, your budget, and your visa eligibility. Here's a comprehensive guide based on real advisory experience. Estonia has a public health insurance system (Eesti Haigekassa) funded through social tax. Coverage includes GP visits, specialist care, hospital treatment, and prescriptions (with co-payments). EU citizens can use EHIC for emergency care. Non-EU expats need private insurance — approximately €100-150/month from providers like Compensa, ERGO, or international insurers. Healthcare quality is good in Tallinn — major hospitals include North Estonia Medical Centre and East Tallinn Central Hospital. Waiting times for specialists can be 2-8 weeks. Digital health records (e-Health) allow doctors to access your medical history instantly — very efficient.
